Job Description

The City of Williston has an opening for the following position:


Summary: Assists and performs administrative and supervisory work in directing the overall operation and maintenance of the airport. (Exempt Position)

Supervision Received: Airport Director

Supervision Exercised: Airport Operations Supervisor, Airport Operations Officer, Airport Maintenance Worker, Airport Administrative Assistant.

Essential Job Functions:
1. Assists the Airport Director in all functions pertaining to the management of the airport, such as maintenance of buildings, runways, and adjacent areas.
2. Assists the Airport Director to formulate rules, regulations, and ordinances covering the use and operation of the airport; attends meetings as required by the position.
3. Assists the Airport Director in recommendations to changes of landing fees and rental rates for airport facilities; reviews all airport leases, contracts and agreements; prepares and negotiates contracts with lessees, concessionaires and others; enforces all contracts.
4. Assists the Airport Director with governmental officials, business and commercial representatives and general public about development and operational matters.
5. Supervises construction and improvement projects, including acting as liaison between city, engineering firm and private or outside contractors.
6. Assists the Airport Director in analyzing air carrier and general aviation operation needs and prospective recruitment strategy.
7. Assists the Airport Director in preparing the annual budget.
8. Prepares various reports on airport operations.
9. Assist the Airport Director with Airport Zoning
10. Assists with the promotion of airport development through marketing activities to maintain existing tenant base as well as to attract and build the tenant base through ongoing development of the airport.
11. Assists in general airport maintenance duties as needed.
12. Operates airport fire truck.
13. Provides fire support coverage to airlines on an as needed basis.
14. Responsible for developing and maintaining training recorders and requirements.
15. Must be able to perform all job functions of Airport Operations Officer.
16. Performs other reasonably related duties as assigned by immediate supervisor and other management as required.

Peripheral Job Duties:
1. Prepares and updates the airport operations manual.

Minimum Qualifications: Thorough knowledge of the principles and practices of airport management. Considerable knowledge of the federal and state laws and regulations pertinent to airport management. Working knowledge of the basic principles and methods of finance and administration. Working knowledge of the methods used in developing lease agreements. Ability to plan, organize supervise and evaluate the work if others. Ability to communicate effectively verbally and in writing. Ability to establish and maintain effective working relationships with employees, other agencies and the public.

Education: Graduation from a college or university with a Bachelor's Degree in airport management, public or business administration, or related field.

Experience: Two years of progressively responsible administrative and supervisory experience in the operation of airport facilities.

Necessary Special Requirement: Certification by FAA approved fire fighting school

Equipment Used in Job Performance: Telephone, calculator, copier, fax machine, mower, front end loader, snow blower, snow plow, fire truck and hand tools.

Physical Demands: Employee must be able to stand, walk, sit, talk and hear, use hand to finger, handle or feel; climb or balance, stoop, kneel, crouch or crawl and reach with hands and arms. Vision requirements include close vision, distance vision, color vision, peripheral vision and depth perception.

Work Environment: While performing the duties of this job, the employee regularly works indoors but sometimes travels within the city for reasons related to the job. The employee is occasionally required to work near moving mechanical parts and work in outdoor weather conditions, is subject to fumes or airborne particles, and works in high, precarious places, with toxic or caustic chemicals and with the risk of electrical shock. The noise level ranges from quiet to very loud noise.

Range: 65

Annual Salary: $60,331 - $136,279 based on prior experience.
